SARATOGA SPRINGS, N.Y. – Saratoga Springs Police say a man was arrested after he was caught taking an inappropriate video of a female he did not know.

According to authorities, Luis DeJesus, 46, was arrested on a warrant on Tuesday evening.

Police say the charge stems from an incident that took place on Caroline Street around 4 a.m. on Sunday when a Saratoga Springs Police Officer witnessed DeJesus acting suspicious while he was walking behind a female using a cell phone.

The female victim was questioned and told the officer she did not know DeJesus and the man was then interviewed by officers.

It was later determined DeJesus used his cell phone to video the "private/intimate area" of a female without the woman's knowledge or consent.

He was charged with Unlawful Surveillance in the 2nd Degree, a felony.
