ALBANY, N.Y. – Negotiations continued at the Capitol on Tuesday while the budget deadline is less than a week away.

Governor Andrew Cuomo met with legislative leaders behind closed doors for a leaders meeting.

State lawmakers said property tax relief, charter schools and pre- k funding remain some of the big issues.

The governor has kept up the pressure on his property tax relief plan as many municipalities keep insisting they can't afford it.

"We have tremendous progress, we're moving along, breaking down the issues more where staff can carry out our wishes more collectively as well," said Assembly Speaker Sheldon Silver.

Silver also said that there will most likely not be an agreement made on Tuesday.

In order to have an on time budget they have to reach a deal by April 1.
