TROY, N.Y. - Troy officials say they have been relying on federal Community Development Block Grants funds to help turn the city around, but a change may soon make the city ineligible for the grants.

Senator Chuck Schumer says the Department of Housing and Urban Development, or HUD, is expecting to reform the CDBG program.

According to Senator Schumer, this would potentially remove Troy from receiving the federal money, which is about $2.5 million per year, and funds community projects and development needs.

Schumer says cities must have a population of at least 50,000 residents to be eligible for the grant money.

Troy is a couple dozen residents away from meeting that quota, but has been allowed to get the federal funding through a "grandfathering" provision. Now, HUD is trying to end the grandfathering practice for cities that have slipped below 50,000 residents.

Senator Schumer is trying to prevent this from happening and will launch a campaign to stop HUD from following through with these plans. The senator will be making an announcement in the Collar City Monday afternoon.
