ALBANY, N.Y. – The 2014 State of the State address will take place in Albany Wednesday.
Governor Andrew Cuomo is expected to discuss a variety of topics during his speech, including taxes and medical marijuana.
Cuomo announced Monday that he is moving forward with a tax relief proposal that includes simplifying the tax code to make it easier to do business in New York State.
Another proposal includes freezing property taxes for two years under two conditions. During the first year, homeowners must live in a jurisdiction that stays within the two percent property tax cap. In the second year, the homeowner must live in a location that will implement shared services or an administrative consolidation plan.
This proposal will provide nearly $2 billion in relief to homeowners across the state.
Cuomo is also expected to discuss the legalization of medical marijuana during his speech.
Cuomo was previously opposed to medical marijuana, but he is expected to announce during the address that he will be using his administrative powers to bypass the legislature and sign an executive order to legalize it.
The governor plans to create an interim medical marijuana program that involves 20 hospitals statewide, according to officials. The selected hospitals will be allowed to dispense the drugs to patients who meet a list of qualifications.
The State of the State address is scheduled to take place at 1:30 p.m.
