TROY, N.Y. – Snow emergencies are typically a sore topic for many who live in Troy but city council members are not admitting they need to do a better job by cleaning up after snowstorms.

The last time the City of Troy declared a snow emergency was back in 2002, more than a decade ago.

"The City of Troy has been a municipality for a long time; it's always been located in Upstate New York. It snows and it snows a lot at time," said City Council Member Jim Gordon.

Gordon said he has been flood with phone calls from homeowners who tell him they cannot park in front of their own homes. He said it is about time the City of Troy came up with a plan.

"We have alleys snowed in. If there's a fire we are not getting them down those alleys," said Troy Mayor Lou Rosamilia.

Rosamilia announced an emergency declaration effective Thursday morning.

"Even though we don't call it a snow emergency we are providing one by posting," said Rosamilia

Those postings are signs along specific streets like Washington Street, 15th Street, along Congress to Hoosick and a few others. If a resident is parked on one of those streets, they are advised to move their car because it will be ticketed and towed between 6 a.m. and 4 p.m. Thursday.

"It's somewhat of a snow emergency plan. Would have been good last week."

Rosamilia also said having older, narrower, city streets is the reason the snow emergency that was drafted years ago wouldn't be very effective now.

"Having enough humans, enough people to tow became problematic," said Rosamilia

According to the Mayor, the city does plan to develop a new snow removal plan for the next winter season
