Video footage leads to Troy City Council demanding an investigation

TROY, N.Y. – Kokopellis co-owner released surveillance video of a Saturday morning brawl, and the footage has a Troy City Council member demanding a full investigation into the incident.

Troy Police officers responded to a report of an assault at Kokopellis early Saturday morning. Police said officers were punched, kicked and hit with bottles as they attempted to locate the victim. Six people, including 25-year-old Roshawon Donley, were arrested.

Controversy surrounding the incident began when cell phone video of the disruption was released and had many accusing the officers of brutality. Kokopellis co-owner released surveillance video of the incident Sunday.

Troy Councilman Rodney Wiltshire viewed the surveillance video.

“I already met with the Safety Committee Chairman and City Council President. We discussed what our options are,” he said in a statement. “We will accept nothing less than a full and complete investigation into this and are prepared to conduct our own investigation into this.”

Wiltshire said he plans to meet with the mayor and Troy police Monday.

Taija Lewis was at the party Saturday and believes police used excessive force against Donley.

“I don’t know if he was unconscious,” she said. “I know that he was clearly not fighting back at all. He did not fight them.”

Lewis said she saw officers kick and hit Donley while he was on the ground.

“To be on the bottom of a pile of four people pounding on you with night sticks is crazy,” she continued. “They should have stopped immediately once they realized he was not fighting back. They should have stopped, and it brought a lot of girls to tears.”

Lewis said she wants the officers involved to be punished.

“They should lose their jobs, like, that was wrong,” she said. “They should never have the opportunity to do that again.”

Donley was charged with Harassment, Resisting arrest and Obstructing Governmental Administration.
