Berea, OH (SportsNetwork.com) - With Brian Hoyer continuing to hold a slight lead on Johnny Manziel in the Cleveland Browns' quarterback battle, the veteran will draw the start for Monday's preseason game against the Washington Redskins.

Head coach Mike Pettine announced the decision on Thursday, though he also indicated that Manziel -- one of two first-round picks by the Browns in this year's NFL Draft -- will get work with the first-team offense in Monday's matchup.

"It's just something right now where we are comfortable with Brian going out there to start the game," Pettine said. "I think it's a little overblown as to who the starter is going to be. The key component, as I've stated earlier this week, is that we are going to balance the reps. We will play it a little by ear as it goes on, we haven't truly decided as far as the rotation but the goal is, for when we look at the stat sheet at halftime, that they both have the same amount of repetitions and hopefully they both get a good amount of work."

Hoyer also started last week's preseason opener at Detroit, completing 6-of-14 passes for 92 yards. Manziel, the 2012 Heisman Trophy winner, went 7-of-11 for 63 yards while operating solely with the second-team unit.

Pettine stated at the beginning of training camp that he plans to have a starting quarterback named by Cleveland's third preseason game, which takes place August 23 at home against St. Louis.

Cleveland did win all three of Hoyer's starts under center last season. In the last of those outings, the sixth-year pro sustained a season-ending torn ACL against the Buffalo Bills in Week 5.
